Dual Monitor issue

I'm having a bit of a challenge right now. I have two monitors hooked up to the console, but each display is identical. I know my palettes are supposed to default to monitor #2, but when I call them up they just come over top of my channel display on monitor #1. Is there something I'm not doing that's making my displays duplicate?
